ELMER'S LUNCH PROGRAM!

VERY IMPORTANT DISCLOSURES (Monday-Tuesday lunch program)

  • Our new contracts with lunch vendors no longer allow us as much control over mid-cycle changes as we have enjoyed in past years.

    • We commit to payment for orders placed at the beginning of each bi-monthly cycle for the entire duration of that 2-month cycle.

    • As a result, mid-cycle change or cancellation requests will be allowed only due to medical reasons and must be accompanied by a doctor’s note.

    • We appreciate your understanding and cooperation as we, our vendors, and our website administrator navigate these new challenges in bringing school lunches to the children.

  • Due to the continued volatility of the restaurant supply chain, the Pepperidge Farm Goldfish snack packs served on Pizza-Bagel Mondays may be replaced with Cheez-Its, chips, or other similar snack packs.

  • We highly recommend that you visit our vendors to sample their school menus - the next opportunity to place new orders or make changes to your child(ren)’s Monday and Tuesday lunch(es) will be in November 2021.

  • Upon order placement, please check your email/check your SPAM folder! If you did not receive an automated email confirmation of your lunch purchase, please use the "My Account" pull-down menu and select "My Orders" to verify that your order has been placed. Incorrect billing addresses and mistyped credit card numbers account for the vast majority of incomplete orders. Due to time constraints this year, we will not take the extra step of looking for and calling individual users to resolve incomplete transactions. If you did not receive an automated email confirmation, your child(ren) will not have a Monday or Tuesday lunch ordered or delivered.

  • FOOD ALLERGY WARNING: Please be advised that the cookies supplied by Village Pizza & Pasta may not be made in an allergen free facility and may contain the following ingredients: milk, eggs, wheat, soybean, peanut and/or tree nuts or nut products.

  • There will be no refunds for field trips, inclement weather, mandatory, recommended or self-imposed quarantines, or other absences from school.

  • A transaction fee ranging from 2.4% to 4.0% of the total purchase price will be added to all credit card transactions and 1% of the total purchase price for all echeck transactions.

  • All lunch program announcements will continue to be sent by the USR Board of Education for email distribution to our K-8 district. Please contact the schools to update your contact information in Genesis to ensure uninterrupted correspondence from the USR BOE.

  • For questions or problems with our ordering process or website, please contact helpdesk@paperlessPTO.com

  • For questions about our lunch program or volunteer opportunities with our lunch program, please contact usrptolunches@gmail.com

  • Thank you for your support of our USR PTO fundraiser.

Proposed Amendment:

Article VI. OFFICERS

Section 6.03 (d) shall be amended by deleting the sentence “The Treasurer’s accounts shall be examined at the end of the Treasurer’s term by an auditor or certified accountant who has been approved by the executive board of trustees.”

Section 6.03 (d) the following will be added. “The Treasurer’s accounts shall be examined by the corporation’s accountant and a review will be done at the end of the Treasurer’s term of office.”

************************************************

Summary:

In May 2020, as the end of our previous Treasurer’s two-year term approached, the PTO Executive Board of Trustees voted by majority vote to amend the Bylaws to have a review of our books performed by our Certified Public Accountant in lieu of a review of our books by an Auditor or an external certified accountant at the end of a Treasurer’s term, thereby saving an estimated $3,500 in Auditing costs.

At the time of the 2020 review by our Accounting Firm, our previous Treasurer recognized in an email to all members of the 2018-2020 PTO Executive Board that “With this in the Bylaws, every time a treasurer leaves this position going forward, the PTO will be spending over $5000 of PTO funds to complete this, which is every 2 or 4 years. Again, the accountant as well as previous members have recommended against this, and it hasn’t been done since around 2013. As the accountant said, you don’t voluntarily ask to be audited by the state … I vote no to use PTO funds to do an audit … In my opinion, again, this is an outrageous amount of money to spend of PTO money”

Upon amendment by the May 2020 majority vote of the Board, the PTO authorized the review of our accounting books by our accounting firm at the lower cost of $1,500.

To ensure compliance with our Bylaws, since we are again approaching the end of another Treasurer’s term of office in June 2022, we asked the general membership to vote for a permanent amendment to reflect our prior action of having a review of our accounting books performed by our accounting firm in lieu of a review by an auditor or external accountant.

Upon tallying the votes of our members present at our October 20, 2021 General Meeting, the Bylaws will remain unchanged, against the opinion of our former Treasurer, against the professional advice of our Accountant, and against the recommendations of former board members including but not limited to the 2018-2020 PTO Board Members. Despite having to incur “an outrageous amount of money,” the majority vote at our October general meeting has established that the PTO will continue to have our accounting books examined at the end of the Treasurer’s term by an auditor or certified accountant who has been approved by the executive board of trustees.  The selection of auditor or certified accountant will be voted on by majority vote of the USRPTO Executive Board. If the amount exceeds the amount budgeted for the 2021-2022 accounting year, the USRPTO Executive Board will vote by majority on which account’s/accounts’ budgeted funds will be reduced or depleted for reallocation of funds toward the cost of the required audit.
